Central Maine Highlands Fire and EMS District#1 (CMHFD) is the first Fire and EMS District formed in the State of Maine.
Maine law establishes fire and EMS districts as quasi-municipal corporations under MRS Title 30-A, §3532, allowing municipalities to form districts via legislative vote to provide fire protection and emergency medical services. These districts possess the power to sue, borrow funds, and adopt necessary rules to fulfill their service objectives
CMHFD was chartered under this statute, and its charter was developed by eight towns and unorganized territories in Penobscot and Hancock Counties.
The Towns are:
Burlington, Lowell, Enfield, Edinburg, Howland, Maxfield, Passadumkeag, Seboeis Plantation and Unorganized Territories in Penobscot and Hancock Counties.
Total estimated population of 4900 souls and approximately 500 square miles.
Each member town or entity has one appointed Director.
Directors will annually elect a President, Vice President, Secretary and Treasurer.

Station Coverage and Emergency Response
CMHFD operates a fire station staffed 24 hours a day, seven days a week. The district has 25 full-time Firefighters, EMTs, and Paramedics who respond to approximately 1,500 fire, EMS, and other emergency calls each year.
Crew Structure and Leadership
CMHFD currently has four crews. Each crew is led by an Assistant Chief and includes four Firefighter/EMT/Paramedics working 24-hour shifts.
The Chief and Deputy Chief are both experienced Paramedics.
The district also employs a full-time Mechanic/Firefighter/EMT who repairs and maintains department equipment.
